CTCSS is an acronym for Continuous Tone-Controlled Squelch System. This system adds a tone of a specific frequency to your transmission, which other radios must have the same CTCSS code set to hear. If the radio has CTCSS and DCS off, the transmission will be heard. Different CTCSS codes have different frequencies that filter out other transmissions. Radios with CTCSS enabled will only pass audio for the tone set.
DCS, or Digitally Coded Squelch, is a newer technology that sends a number repeatedly encoded in digital at low frequencies as you speak. If someone else transmits on the channel with a different or no DCS, the radio will not unmute. If they transmit with the same DCS, your radio will unmute. DCS has more codes, which reduces the likelihood of picking the same code as someone else.
President Electronics refers to both CTCSS and DCS as "Privacy Codes". These codes do not provide extra channels, but rather a means for sharing a channel with other users without any annoying interference or cross-talk. Only transmissions from those people who use the same Privacy Code as you will be heard, even if other people are using the channel.
